EBCS, formerly Elmbridge Borough Council Building Control, is the first Building Control Mutual in the country. We are a staff owned company set up to provide the building control service on behalf of Elmbridge Borough Council. The company was created with support and finance from the Cabinet Office and is staffed by the same team that worked for the Authority.
Key to the success of our business is the intention that our customers will see no reduction in the level or quality of service that we provide. We intend to introduce innovative ways to support our customers and improve our level of service delivery such as the introduction of a smart phone App making inspection requests easier and quicker.

A great service they offer is their pre project support e.g advice about foundations, experience of other projects in the area, soil type etc. They are very knowledgeable and have been very patient - as it took as a while to get our project underway.Tuesday 29th March 2022

Elmbridge building control services are by far the best we’ve worked with. The business model should be replicated by other local building authorities.
Friendly staff answering the phones and booking in visits.
Timely visits allow us to complete stages of works without hold ups.
The inspectors are very knowledgeable and work with you, which is invaluable.
This is why we recommended EBCS to all of our clients.
If I was a domestic customer I would look no further.
